California Governor Vetoes Mistargeted AI Bill

SB 1047’s demise is good news for CA’s leading innovation economy

Today, California Governor Gavin Newsom vetoed Senate Bill 1047, which proposed sweeping restrictions for AI developers that unfairly preferenced existing AI models at the expense of startup innovators. Days before issuing the veto, Governor Newsom expressed concerns that SB 1047 would have a ‘chilling effect’ on AI development in California.

“The California tech economy has always thrived on competition and openness,” said Todd O’Boyle, Senior Director of Technology Policy at Chamber of Progress. “The end of SB 1047 means that California can continue to lead the world on innovation.”

The veto comes days before the governor’s signing deadline on September 30. Last week, Governor Newsom signed five AI bills into law, including effective legislation to combat AI-generated misinformation in political elections. Chamber of Progress used the generative AI service Suno to create an AI-generated song urging Governor Newsom to veto SB 1047. In August, Chamber of Progress also joined a coalition of opponents urging a veto after SB 1047 passed the state legislature.
